Just finish the World Grand Prix to unlock every character. Then you need to win with every rider + your personal avatar.
The easiest way to win is to use shortcuts. In my opinion the biggest shortcut is in the course Final-Factory (expert). There, use the strength ability and take the shortcuts. The enemy rarely use the strength-shortcuts and you should be able to win easily.

You don't need to win with your avatar just the 16 ingame characters because I got the achievement for winning 16 times at the same time as this one. And I didn't race with my avatar.

I only unlocked it after I also won a race with the Avatar.
