How to unlock the Clutch Shooter achievement in SONIC FREE RIDERS - Definitive Guide
The Free Throw power up is available to a bike riding player who is in the back of the race (10th to 12th place). This item is more common on Normal race, but I have also seen it on two-player Relay races. Again, the player must be on a Bike. If you are on a board, you will get a Tee Shot power up in its place.
As far as I can tell, this power up (as well as the Tee Shot) do not appear on the first lap of a race. So it would benefit you to concentrate on any other power up achievements you might be working on during the first lap.
Starting on the 2nd lap, you can turn your body to the side (as if you were riding a board) to brake. Let the other riders pass until you are in last place. Then drive until you reach a line of powerups.
Now, since you are in last place, there are 3 possible items you can pick up. (Soda Can, Unlimited Air, or Free Throw).
A useful strategy I used is to turn your body to the side right as you are approaching a power up so that you brake right on top of it. If successful, you can sit tight until the Free Throw power up is collected. Please note that the unlimited Air power up activates automatically, so if you get one, you will have to wait several seconds before another power up can be acquired. (This trick does not work as well for the Tee Shot achievement, as the board is much harder to brake where you want it to)
Unfortunately, you cannot use the Free Throw power up while in brake mode, so you can only get it once per line of power up boxes. To activate the Free Throw, you shoot your arms into the air like you were shooting a basket. For whatever reason, I sometimes had trouble shooting, and had to hop around to make it work.
Each level should have about 4 or 5 sections of item boxes per lap, so on a 3 lap race, you can get 8 to 10 Free Throws if you play it right. The power up targets the racer in first place and should connect automatically, so you shouldn't be able to miss.

great solution. since it doesn't spawn on 1st lap, I've set the number of laps to 10, and my throw was able to connect even when others finished the race (actually I've gotten my achievement after everyone else finished the race).
As a tip on how to throw a ball: put your hands like you want to reach a ball that is on chair in front of you (height ~70cm) and then raise your hands above your head. No jumping needed

None of these tips worked for me for shooting the free throw. My character would always just sit there holding the ball above his head. What worked for me was braking and coming to a complete stop then turn to start moving and as soon as I face forward, just put my hands in front of my forehead (like the character holds the ball above his head) and it would just automatically shoot the ball.
Has to be timed right or else it wont shoot. If my hands were up before Im facing forward it doesnt shoot nor will it if you take too long to get your hands up.

Play normal race. This item will only appear when you use a bike-gear. Try to stay at 12th place to get Clutch-Shooter. You will not able to pick up the item in the front places.
