Pick Normal race and select board-gear. Stay on 12th place during whole race. This item doesn't spawn at first lap, so set the number of laps to 10. After trying few different tracks, Tee Shot mostly spawned for me at Metal City Expert track.

This one us glitchy for me i have used more then 30 tee shots,stupid game and stupid rng
