Just buy all the parts in the shop. You need around 6000 rings.
You save ALL RINGS, when you switch off you console after obtain the achievement. In this way, you don't save your progress, but you still have Part Collector. Useful to spare rings for Gear Collector.

Seems like you need to progress in the story mode to unlock all gear parts.
