Quickest way to do this is reach any fishing portal, and farm tokens you can trade those tokens in for unlimited resources for each island. This is very time consuming.
This guide works for each stat.

This is achieved through exchanging red power seeds with a hermit koco. Red power seeds are a relatively common item in the game and generally obtainable on each island through completing challenges (the tasks to fill in the map), breaking items or defeating enemies. The game will keep dropping seeds even after max level so dont worry about missing any. A total of 246 red seeds are required to achieve max level.
By far the easiest way to achieve this though is through the fishing minigame. With enough patience you could even use this minigame to earn this trophy on the first island. The method is as follows:
1.) Wait for starfall - this is an event that takes place at random at nighttime, where defeated enemies and guardians will respawn. It is identifiable by a short cutscene that plays at the start.
2.) Collect as many star pieces as possible during the 3 minutes of starfall to play the slots minigame. Pressing up on the D-pad will manually stop the slots, or they will stop automatically after a few seconds. This earns purple coins for fishing. The best matches are 3x bumper (200 coins) or 3x BAR (100 coins). Earn as many coins as you can.
3.) Play the fishing minigame. This is accessed via the purple portal on most islands. While playing this minigame you should also naturally obtain the hermit koco scroll which allows fast travel to hermit koco. Fishing spots on later islands cost more purple coins a go but each fish is worth more treasure tokens. You need to obtain 496 treasure tokens through fishing - each golden ticket takes 2 off the required total.
4.) Exchange your tokens and tickets for red seeds. Once you have 246 you don't need any more. Be careful as the game will allow you to buy more than you need and red seeds have no other uses. The game will show you how many seeds you have
5.) Exchange for maximum attack.
One slight note, your attack value is absolute and can't be decreased, with higher attack levels intended for later content. Grinding to max attack early will trivialise most of the combat in the game, however you will find it difficult to build enough combo to achieve Phantom Rush outside of bosses as you'll be killing enemies too quickly. This in turn makes it harder to get the 50 phantom rush Trophy.

Collect a Red Seed of Power. LOTS OF THEM. Then go to the Hermit Koko to deliver them and upgrade your Attack.
If you haven't already maxed out, you can do this extremely easily in Final Horizon's Another Story (the DLC). When you get to play as Sonic again (after playing through the first part of Amy, Knuckles, and Tails' stories), wait for a Starfall then collect all of them like mad. Instead of Fishing Tokens, you will earn multiples of a Koko, Blue Seed of Defense, or Red Seed of Power). The amounts given are vastly multiplied, so you can potentially max out at least one stat from a single starfall if you collect enough of a given item. It may take more than one starfall, but it is still faster than collecting single items like normal.

The max level for Power is 99. You raise your power level by finding power seeds and giving them to Hermit Koco to upgrade your Power attribute. Power seeds can be found throughout the Starfall Islands such as after performing a Cycloop, inside containers, after defeating enemies, and after completing challenges. Alternatively, you can obtain power seeds by exchanging fish tokens to Big the Cat at any of his fishing spots. This is a good way to max out quickly without grinding too much, but may not be an option until near the end of the story since it requires purple coins. It will require approximately 300 seeds to max your Power Level. If you are choosing to utilize fish tokens for this, use the Southern Fishing Spot on Ouranos Island since it has the best catches for obtaining large amounts of fish tokens.
