Said maxed when u did this on the 1st island when trading the tokens in after getting all the catches in the pond achievement so this has a cap at least early on in the game and ideas how this works?

Collect Kokos. LOTS OF THEM. Then go to the Elder Koko to deliver them and upgrade your Speed (or Ring Maximum).
If you have upgraded your Ring Maximum, you can talk to the Hermit Koko to transfer those upgrades over to Speed (and then back again) to max out your Speed faster.
If you haven't already maxed out, you can do this extremely easily in Final Horizon's Another Story (the DLC). When you get to play as Sonic again (after playing through the first part of Amy, Knuckles, and Tails' stories), wait for a Starfall then collect all of them like mad. Instead of Fishing Tokens, you will earn multiples of a Koko, Blue Seed of Defense, or Red Seed of Power). The amounts given are vastly multiplied, so you can potentially max out at least one stat from a single starfall if you collect enough of a given item. It may take more than one starfall, but it is still faster than collecting single items like normal.

Maxing out Ring and Speed is way, way slower than Power and Defense. You increase Ring or Speed level by collecting Koco and then turning them in. You need 15 Koco to go up one level, and they're rarer and harder to spot than the seeds, so it's really an unfair situation for these stats. You are unlikely to level up beyond level 10-15 during a run unless you really just roam around for fun and find lots of Koco. They blend in very well with the environment, and most that you collect will be incidental.
Thankfully, the developers seemed to recognize this, and there is one nice thing here: you only need to get enough Koco to max out one of the two. Go into Trade Tokens, and at Ouranos Island you can buy an unlimited amount of Koco (as well as red and blue seeds for Power and Defense). Buy as much as you need, which should be no problem with nearly 1000 tokens from using all your purple coins to fish. You'll also get scrolls while fishing that allow you to fast travel to the Hermit and Elder Kocos. I just bought up 1500 Koco and 100 of each seed, then left back to the island, fast traveled to the Elder or Hermit, and maxed out each stat.
