This is a Story Related Achievement and can not be missed.

To get this Achievement, you must clear Chemical Plant Act 1, and Act 2.

Completed both acts and the achievement didn't unlock. Started a new game making sure to complete act 1 then act 2 and it popped. Buggy.

Chemical Plant Restored!

story related. play Chemical Plant with both sonics and this will unlock. afterwoods you will also be able to talk to amy for another achievement.

Simply play the stage in both classic and modern mode to restore it, and the achievement should pop.

This level is the remake from the Classic Era of Sonic The Hedgehog 2. In this stage you can earn the following trophies:
