This is a Story Related Achievement and can not be missed.
To get this Achievement, you must clear Speed Highway Act 1, and Act 2.

How do find other places? I have done act 1 and 2 on 3 stages. I cant find anything past Sky Sanctuary

After completing 3 Stages in both of their Acts, you have to go through the areas around them and complete at least one challenge for each Stage. You'll see what looks like small doorways, these are the challenges. Once you complete one for a Stage, you'll get a Key. Once you have a Key for each stage, you can take them to the Boss stage to the right and take on the Boss. Once the Boss is down, you move on to more stages. SPEED HIGHWAY Restored!
Restored the SPEED HIGHWAY Stage Gate.
Story related, can't be missed. This will unlock after you finish both Acts 1 and 2 of Speed Highway. You will also set Cream free.
WARNING: Many of the achievements are glitched in Sonic Generations. If it doesn't pop for you when it should, you may have to get it again on a new save file on a new save device like a flash drive or something. This is the only way I've heard of. And don't complain about it here, I had it happen to me with the achievement for collecting EVERYTHING.

Welp, guess all I can say is welcome to the club! I'll try to update all my solutions if I ever find out how to fix these glitched achievements. You should feel lucky, mine glitched on (Hedge)Hogging it all Up.

Simply play the stage in both classic and modern mode to restore it, and the achievement should pop.
