How to unlock the Full Medal Jacket achievement in Sonic Mania - Definitive Guide

To enter a bonus stage, you need to pass a blue lamp post with 25 rings and jump into the stars that appear.

The bonus stage plays like the special stages in Sonic 3 and Sonic & Knuckles. You need to collect blue spheres while avoiding red ones. Simply collect all the blue spheres to clear the bonus stage and receive a silver medallion.

There are 32 bonus stages and progress carries through all playthroughs. You can check your progress on the Extras screen in the bottom right corner.

If you get gold then it will also count towards the Silver aspect of the achievement. I went through getting mostly golds and some silver and I got this achievement on beating the 32nd stage.
So try for golds when doing this because it will help get the golds quicker.

if i just choose to get golds do the silvers also unlock or must i do each twice for gold and silver?

This achievement is glitched, at least for me it was. I got a mixture of gold and silver medallions across all 32 bonus stages, but it didn't unlock when I finished the last one and it ALSO didn't unlock alongside "No Way? No Way!" when I got all golds. The only way I was able to unlock it was by deleting my save file and beating through all 32 bonus stages again, making sure I got silver medallions ONLY (I tried this before and got 1 gold medallion by accident and it did NOT unlock). If anyone's having trouble getting this one, make sure to get only silvers on all 32 bonus stages, as that made it finally unlock for me.

This can be attained on the first act of Green Hill Zone.

Follow the route shown in the video to gain access to 2 different Star Posts (for the Medallions) and a Giant Ring (for the Chaos Emeralds) with 1 more Star Post afterwards.

There are 32 different Special Stages to complete. To get both silver and gold in each stage you will need to get a 'Perfect' score (collect every Blue Sphere and Ring).

There are also 7 different UFO Chase Zones to complete. Collect Blue Spheres to speed up and Rings to extend your remaining time to catch up to the UFO.
