Did it on Time Trial (as to avoid playing Act 1) and achieved it using the video below (video is not mine).

This can be attained on the second act of Oil Ocean Zone. But before starting, whilst in the Mania Mode screen press Y to bring up the Game Options and enable Debug Mode.

To access the Level Select Screen, highlight the 'NO SAVE' option (with Sonic selected as your character) and hold X followed by holding Start.

When the Zone loads up, transform into a Ring by pressing X and follow the route shown in the video to the third submarine in the level (the small one). Press A to scroll through the items available until you reach the Starpost. Place it on the level by pressing Y and scroll through again with A until you find the Large Ring and place a few down. Turn back into Sonic by pressing X and collect the Rings and enter the Special Stage via the Starpost. Complete the Special Stage (by hitting a Red Sphere) and return to the level and enter the submarine to unlock the achievement.

This can be done at Oil Ocean Zone - ACT 2. You have to find a secret submarine at the halfway of the level, enter it and the trophy will pop. There is a point where you can find a fire shield under a little platform and a sea of oil underneath. Go under this platform, and leave yourself to go down (don't worry, it is a secret passage and you won't die). But be careful, because, once you reach the bottom of the level you can die in the oil part.

From the bottom, go to the right side, jumping on the oil, under a plarform and you'll see the little purple submarine full of goodies and a trophy!

This trophy is earned on Oil Ocean Zone Act 2.

This one is very difficult to find! You need to make your way about halfway through the level until you reach a central area with 2 switches on each side and a Fire Shield in the oil below you (Every path will eventually lead here).

You then need to fall through the oil beneath the Fire Shield (you won’t die here). You will fall through the map and access another area below. You then need to keep going right and down whenever possible until you hit the actual bottom of the level (you WILL die if you sink too low in this oil).

From there, head right until you hit a wall. It may look like a dead end, but anyone that played Sonic the Hedgehog 2 back in the day might remember that there is an exploit to skip half the level by going underneath the wall while jumping to prevent death. Funny enough, the creators of this game made that the exact thing you need to do to earn this trophy!

Once you head under the wall, you’ll see a submarine there. Simply enter it and the trophy will pop!
