Sonic the Hedgehog 3 & Knuckles, Anniversary Mode
On the title screen, enter the Stage Select cheat. Up, Up, Down, Down, Up, Up, Up, Up.
Go down to Sound Test and enter the Debug Mode cheat. Play these sounds in this order: 01, 09, 09, 04, 01, 00, 01, 08.
Go to any Angel Island Zone 2.
Enter Debug Mode with X.
Cycle through with A until you find the Rhinobot.
Place a bunch with Y on the ledge.
Exit out of Debug with X.
Kill all of the Rhinobots (if you feel like you are short, repeat as any time as necessary).
Re-enter Debug Mode with X.
Fly on over to the far right of the level (the column of AL and AH circles).

Alternatively, you can just place a goal post after killing the rhinobots, no need to defeat the boss

This achievement is cumulative across all plays, and the achievement will pop upon finishing the act, however, rather than when the 10th is defeated
Rhinobots found in mission mode do not seem to count towards this achievement
Put simply, the best understanding is that the tally for that Act isn't "locked in" until the results screen, and entering a Special Stage (giant ring) or Bonus (sparkles above the sign post) reset that Act's total to zero, so it's best to dedicate a run (or two) of Angel Island Zone AVOIDING these things

Yeah, sorry... I'm pretty good at being, what some might call thorough, and what others might call unnecessarily lengthy in the things I say.
SonicRetro is where I was getting my detailed maps from to get chaos emeralds in Sonic 2/3&K as fast as possible. Though, for Sonic CD, I just followed a video guide for travelling to the past and finding the machines, but SonicRetro has detailed maps by the looks of it for Sonic CD too.
I can't wait for a patch that fixes the problem with this achievement and makes my information worthlessly outdated and you get to update the guide again once to reflect the achievement's intended simplicity.

To clarify (I'm the player from the forum), the achievement shouldn't need to be done in a single run, my progress was at 10% when I completed my first run of Angel Island Zone on Story Mode (which led me to testing things out and discovering what I did) and when I found that I gained progress after completing an act in a run where I had avoided the Special and Bonus stages in Anniversary Mode, it was equal to the number of Rhinobots I had destroyed that run plus the 10% I started with from Story Mode. I finished the achievement destroying the exact number I had remaining according to my progress at that point, though, that was also just by coincidence as I was merely running towards the end of the level assuming I'd easily get what remained along the way. This is evidence enough for me to conclude that the achievement is cumulative as expected and progress can gained between Story and Anniversary modes. I'd assume progress can also be made in both Classic and Mirror modes too, but that's just my assumption.
Also, I played on an original Xbox One, so I doubt what I've stated above is a problem with which Xbox console the game is played on.
I would also point out that there only appears to be 4 Rhinobots in Angel Island's Act 1 and an additional 6 in Act 2 or only 2 in the the Knuckles path of Act 2. I believe entering the Special stage (and maybe the Bonus Stage, my memory is admittedly fuzzy on that side of things) causes enemies to respawn, but as what I've said prior also suggests to avoid Special Stages, it shouldn't be possible to get the 10 kills in Angel Island Act 1 alone in a single playthrough, nor even in Act 2 if playing as Knuckles. I admittedly get these numbers from counting them out on maps of the levels which also show enemy placement on them from another website, though, with that said, I do trust the accuracy of the maps.

Load up Sonic 3.
On title menu for the game, press (You'll hear the sound of a ring).
Press . Go down twice to find Sound Test. On this menu, go down to the sound test option, and play the following sounds in order: 01 09 09 04 01 00 01 08 (You'll hear the sound of a ring).
Go to Angel Island 2 (we go to 2 instead of 1 to skip the intro), and because (unlike the other guide says), the other levels don't have these enemies.
Move forward through the level a little bit until you get to a flat-ish area. The area I used as a pink flower on the left that's on fire.
Press to go into debug mode. Press nine times to get to the Rhinobot enemy. To place them, press the Y button. Put as many as you want, but at least 10.
Now press seven times to go to the item box. Press five times to get to the invincibility item box and place it.
Next, press five times to get to the animal container. Put that just to the right (with cn_Y] where you can jump on it when you're done. Return back to Tails, press [cn_x] to exit debug. Activate the invincibility, kill the rhinobots, and then move to the right to destroy the animal container to end the level.
Saves you going through the whole level, and pops this achievement.
