Really simple, from the main menu switch to the Sonic CD tab. From here, choose anniversary mode and then start.
The newly added opening cinematic will play and the achievement should pop here, before you are treated to the older cinematic which is definitely worth a watch too

Just start Sonic CD and this will unlock on the title screen, regardless of whether you watch the opening cinematic or skip it.
