Do this in Anniversary Mode (so you can unlock Mirror Mode later).
On the title screen, enter the Stage Select cheat. Up, Down, Left, Right
Go down to Sound Test and enter the Debug Mode cheat. Play these sounds in this order: 01, 09, 09, 01, 00, 06, 02, 03.
Go to Final Zone.
Go forward and beat Robotnik. Enter Debug mode with the B button to avoid all of his attacks. Exit Debug mode with B button whenever you need to damage him.
Achievement unlocks after end credits.

Good tips. I found it to be super easy to just use debug to drop invincibility boxes and keep picking them up between attacks. Then I could just stand there and not get hit and make sure i was in the right spot to attack Robotnik each time.

If you die, just hit the debug button again and then back out of it. It was un-unalive you.

You can make this easier by using debug mode, which lets you fly around the level and place items. In the level select you want to go to sound test and play the following sounds in order:
