If you did not get it for Free as part of the Pre-Order Bonus, you are going to need to beat all 4 games at least once in Anniversary Mode.
To save time, you can use the Level Select and Debug Mode cheats to beat 1, 2 and 3 & Knuckles. Sonic CD must be beat like normal.

You don’t need to complete all four titles. You can unlock it by completing the first Sonic on Story Mode and then it will become selectable when you move to Sonic the Hedgehog on the title screen

Just to confirm, I beat S3 as Amy, started Mirror Mode as Tails, went into a special stage, got the chaos emerald and it unlocked so I didn't even have to beat the full level

If you complete any game in Anniversary mode you unlock Mirror Mode for that game. Just play a level in Mirror Mode to unlock this.
