This can be unlocked in at least two ways:
Firstly, and in my opinion the most naturally, is to play through Story Mode. Doing so will unlock all of these similar achievements
The second method is to launch this title from the game menu; I'm not sure if Classic Mode incorporates these cutscene, comment and let me know!

Just start Sonic the Hedgehog 2 and this will unlock on the title screen, regardless of whether you watch the opening cinematic or skip it.
