Super Sonic can only be unlocked after collecting all 7 chaos emeralds. Once you have collected all 7 chaos emeralds, load up any stage, collect 50 rings and then jump into the air and press jump once more to become super Sonic.

Actually you transform into Super Sonic automatically on jumping into the air on Sonic 2, it's annoying as sometimes there are times when you need precision on your jumps and Super Sonic is way too fast.
