All you have to do is complete all of Shadows levels - not the town missions.
Once you have beaten Mephiles in the underground sand tomb type place, you will be awarded this achievement.

For this achievement all you need to do is complete the entire Shadow episode. For Shadows episode there are 8 acts, 5 boss fights, and 15 town missions. It is not needed to complete all town missions to get this achievement and finish the episode. Look at the bottom for a walkthrough on the 3 episodes.
