All you have to do is complete all of Sonic's levels - not the town missions.
Once you have beaten Dr Eggman on his crashing airship you will be awarded this achievement.

To unlock achievement you have to play through wave ocean to the Egg-Wyvern once beating that boss you will unlock this

For this achievement all you need to do is complete the entire Sonic episode. For Sonics episode there are 9 acts, 5 bosses, and 20 town missions. It is not needed to complete all town missions to get this achievement and finish the episode. Look at the bottom for a walkthrough on the 3 episodes.
