How to unlock the Sonic Episode: Mastered achievement in SONIC THE HEDGEHOG - Definitive Guide

Of the three characters, I find this to be the easiest all-S achievement. That's not to say, however, that you'll be able to get this with ease.

For the main acts, remember to use Sonic's custom actions (gems) to help you out. The yellow gem will give you a shield that attracts rings and the red gem will slow everything around you by 50%. In most stages, you'll want to finish somewhat quickly, defeat most enemies, and hold onto a few hundred rings (when possible).
One of the most difficult levels to S-Rank is Crisis City. There's a high chance you won't make it through the Mach Speed section at the end of the level without getting hit. On both Normal and Hard, I recommend focusing on reaching this section as fast as possible. In this area, focus on getting as many rings as you can without getting hit. If you manage to get at least one 1-up after each restart (if you get it), you won't have to worry about a Game Over (though it will probably frustrate you when constantly getting hit).
For each boss, the red gem helps a lot with dodging and attacking.. Use this with the yellow gem to get every ring, thus boosting your score.

Addendum: If you're having trouble with White Acropolis, here's a trick that also works with Shadow and Silver. If you break a searchlight (not the structure itself), you can go a certain distance away from it and return. The light will re-appear and you can continue to destroy it for 1000 points each time.

I actually found Sonic's S-ranks to be the hardest of the three, since I couldn't rely on getting the needed points just from enemies and rings. Crisis City is tough, but I had the most problems with Kingdom Valley, as even with the red gem your time bonus is going to be tiny. A big chunk of Silver's section can be skipped, though (go around the gate where you have to kill enemies to open it, then just fly straight over to the platform to the left where it switches to Sonic), and if you can get through the mach speed section at the end without getting hit you should be pretty close...

You can also skip ALL of Silver's part in Kingdom Valley by using the Purple Gem. Helps you get a better time bonus.

Skipping Silver with the purple gem was a big help, thanks :D

I'm really late but in Sonic's White Acropolis, if you just purple gem up the pit blocked by lasers in the beginning of the second section, then you will be at the final section of the level. It skip's tails entire section and some of sonic's.

Exactly right on the Crisis City thing--just going to add some numbers:

With an excellent run (even if its non-perfect) through the right route (I recommend looking up ShadnicK826's silver medal guide route--yes its a silver medal guide but its also a quick and easy way to get through the level) you can make it to the super speed portion by about 3:15 if you abuse the red gem. After the super-speed part your time bonus will be around 36000. If you complete the level without dying and taking Shadnick's route killing only a few enemies and collecting a lot of rings, your raw score will be around 8700. With this you need only around 55 rings, which is actually kind of easy if you abuse light dash in the last time the camera switches to in front of Sonic.
If you DO die, you will need to complete the level with at least 150 rings to make up for the point loss, which is difficult but possible, especially if you know where to go from replaying the level infinity times haha!

For this achievement you need to receive an S-Rank on all of Sonics act missions and boss fights on both normal and hard difficulty. The game will keep track of your best rank achieved on each mission. See the link at the bottom for an S-Rank guide.
