Simply earn enough EXP to boost your Werehog's combat level to 15.

EXP can be earnt as Werehog Sonic by defeating enemies and collecting the yellow diamonds that they leave behind. Or as Sonic for completing levels. You can then use the EXP to boost stats at the end of a level.

Sonic the Werehog's combat level must be at Lv. 15 in your status.

You can add points at any time by pressing Start and going to 'Status' or just wait until the end of the level. You will need around 35 bars of EXP.

EXP is earnt by defeating enemies and collecting the yellow EXP diamonds dropped after they are defeated.
