To get this you need to perform the light speed dash. To get the ability you need to pick up the boots in the day in Shamar stage select section.

YOU NEED TO HAVE MASTERED THE AIR BOOST TECHNIQUE TO GET THIS UPGRADE. Once you enter Shamar's entrance stage during the day, a small cutscene will show you where the next upgrade is. Find your way towards the upgrade (the picture below will give you a clue on where to go). Once you have grabbed the upgrade, just stand near the nice huge series of rings and just hit . Sonic will fly following the trail of rings to enter the Dragon Road Day Stage.

The Lightspeed Dash upgrade can be found in Shamar's entrance stage. You will need the Air Boost upgrade. Once upgraded, perform the move (Press infront of a series of rings) and it will unlock.
