You can get this achievement fairly early on and you only need to purchase the cheapest item from each shop.
*I suggest buying any meals you haven't eaten in the food shops and avoiding buying too much from Yang Yang Palace as you spend materials instead of money there and you need lots of materials for COMP upgrades.

Thank you for the Guide :) I would like to point out that Cirque Du Gourmanden does not count towards this. The tracker would go up by 10% each time and it does not. I was at 87% when I went to Cirque thinking it was my last one, but no achievement popped. I had to go back to Bar Heidrun when I unlocked meals and purchase a meal there, then the achievement popped.
