Requests are unlocked early on in the game in the Karakucho region. Towards the end of the path is Club Cretaceous entering which will allow you to pick up your first two requests. Before leaving speak to the host in white on the path and enter De La Mancha market and choose talk to progress the two requests. You'll then be returning to the East Shipping District.
On entering you'll see Frost Ichiro in front of you with your third request. Follow the path same as you did at the beginning of the game to find a NPC to talk to, then follow it around the corner again to see an Onmoraki in front of a warehouse to defeat for the second request.
The third request asks you to delve a little deeper and defeat 5 Tsuchigumo which should be fairly straight forward it will mark enemies that are the ones you want to fight. Once done, return to the beginning of the port to turn that in first. Then go back to Karakucho and turn in the other two requests at De La Mancha and the white suited Host. Achievement Unlocked.
