About two hours into the game after completing the Karacucho area you’ll go to Mansei Realm. Enter the large green building on left with Comp Smith lights on the shop window. Click Upgrade after the brief tutorial then purchase any of the upgrades for at least one character and this will unlock. There are material requirements plus normal currency but I had plenty of both just reaching this part while laying the game normally.
