You can unlock this achievement as soon as you progress far enough in the main story to unlock the Arrow's Memories achievement. After you defeat Takeminakata, you'll return back to the central hub of Soul Matrix where you'll see silhouettes of your party members at the main floor. Once the subsequent cutscene plays, you can then return to the Safehouse, and more cutscenes will play, before you then get a scene between Ringo and Figue where the latter will offer the Vitamin Spaghetti meal. After the scenes are finished, you'll return to the Safehouse options menu, where you'll see the Meals tab unlocked. Select it, then confirm on the Vitamin Spaghetti meal, and you'll get the resulting cutscene where the achievement then pops.
