While you can use the below trick to save money and upgrade items, the 30 upgrades may need to be done to pop:
However, the behavior of this seems to be different from the 100 Weapon tally and you should be safe to do this trick to conserve
To be better safe than sorry, simply grind out junk weapons by going back and forth on the map using the Expedition feature. On the top-right of the map (Japan and inland continent shoreline) almost all the random encounter enemies will drop weapons that have open perk slots.
If you need more spare Enhancement (upgrade) items, you can buy them in the maxed out Town shop menus.

A trick to get the achievement and not waste any Gold (money) and not waste any enhancement items or weapons!
This should be attempted near or after the end of the main Story Missions and preferably maxed out all the towns so you have ample amount of weapon enhancement items,
Go to the 3rd town that starts with a K, on the top right of the map. On the menu of the town is Bolta's Smithy.
Now just upgrade weapons over and over by mashing the A button until the achievement pops.
DO NOT leave the menu or it might Auto Save!
Now DASHBOARD out of the game! When you return, all your Gold and items will still be there.
You can use this Gold to buy expensive Foods for hard fights/second playthrough.

Does this need to be 30 DIFFERENT weapons, or just 30 upgrades? I guess what I'm asking is if there is a weapon with two open slots, and I use an upgrade on each slot does that count as upgrading one weapon or two?

Answered my own question. I had this pop when adding a third upgrade to my weapon.

To upgrade a weapon you first need to unlock Bolta's Forge in one of the towns.
Once unlocked, you can go there and upgrade a weapon, adding bonuses to a weapon if it has at least one free slot (the little circles in the weapon description).
You can upgrade a weapon using:
Toward the end of the game mode, if you have done different sidequests, you'll have plenty of weapons with empty slots to use for this purpose, just burn through other weapons until you get the trophy.

You can upgrade a weapon using:
- other weapons: you can destroy a weapon by extracting one of its bonuses to carry it over to the weapon you want to upgrade
- materials: you can drop materials or buy them, and then you'll just consume one to give to the weapon the selected bonus that the material provides

If you don't want to spend money, make a copy of the game save onto a flash drive, delete the amount of weapons needed for the trophy, and restore the save from the flash drive.

Regarding trophies that require money, I recommend leaving them for the final part of the game. When you have missions for rifts (of which you need to close at least 30 pieces for a trophy), you will have plenty of money (on average 10-15t will be given for closing each rift). As a result, at the end of the game you will have excess money that has nowhere to go!

The trophy is really quite expensive, so I recommend that you first improve only those weapons that you yourself need to use.
In the 5th chapter and in the Epilogue, as mentioned above, there will be tasks for portals (you still need to get a trophy for them), for which they give a lot of money. Also in the Epilogue there are simple (red) road battles, for which they give 14,000G.
I bought Lizard Tails (excellent quality) for 500G in the last city (Feyendorf) and ate them in the Epilogue before entering the portals. As a result, for the most complex portals I received 21,000G:
And additional There is always something to do with the money for portals: you can exchange it in the first city for OD (Soul Points) at the rate of “10 to 1”, and then spend it in the Museum. Materials from previous releases of SoulCalibur are quite expensive.
