South Park: The Fractured but Whole

You'll unlock this ability as soon as you've joined in the game in Cartman's basement.
Some are easy and will take one regardless. Some require you to do a quest for them e.g. Randy Marsh, other just want you to get more followers e.g. Shelley Marsh. Some vendors will also take a selfie with you if you buy from them e.g. Mr Tweek.
Once you have 10, you'll get the achievement.

Here is a list of 10 characters which you can get within the first 30 minutes of the game and their location:

Mrs. Farnickle - She is the tutorial picture.
Postman - Head to the far left of the area and in front of your house a postman will need help with the mailbox so hit it and he will take a photo with you.
Matty - He is next to the mailman and requires you to have 2 followers.
Kevin Stoly - He is located outside of the Cartmans house and requires you to have 3 followers.
Mr Stotch - He is located at butters house which is in-between your house and Cartmans.
Mrs. Stotch - She is located at the same location as Mr Stotch.
Ike - He is located at Kyles house which you will visit in the second mission.
Kyle - He will take a photo with you if you solve his problem.
Peter Mullen - He will take a photo with you after you defeat the bully on the way to Craigs house.
Craig - Simply finish Craigs story mission and he will take a photo with you.

If for some reason you run into trouble, head into Henrietta's house which is a blue one near Peter's location and you simply need to get the book from one room, place it on the floor in her room then light the candles with your ability you got from Craigs then you will be able to take a photo with each of the Goth Kids.

After activating your coonstagram account #greatname, you can start taking selfies with most residents of South Park by walking up to them and pressing RB. Getting 10 isn't difficult if you just explore.
