This achievement work only with a player controled faction, it doesn't work with NPC's factions.
You and your friend (or another player) must each create a faction. Then one of you proposes peace to the other faction. Finally, simply declare war on the other. You have your achievement.
Now repeat the process, and this time let your friend declare war on you so that they can obtain it too.
