You play command cards by pushing Y, and then selecting the card you want to play.
To empty your hand, you need to play all 3 cards in one go.
The issue here is that you will need to accrue at least 3/4 command points to play all 3 cards, and as such, you will need to save/accrue your command points, by not playing any for the first few rounds, until you have as many command points as you need.
I got this on mission 3 of the Space Marine Campaign, using all 3 cards in the last round. The achievement will unlock the instant you play your 3rd card.
