I tried to go to the living quarters, but I couldn't ever figure it out. I ended up stumbling across this a different way.
Go to the credits 'mission' and the colonists will be floating in the water as you swim past. Once you get close enough, they will automatically talk to you. Do this 4 times and the achievement is yours.

After recruiting four new crewmembers with energy (probably 50,75,100,and 125 for your first four), just head down to the living quarters and talk to all of them.
