How to unlock the A Glamorous Flight achievement in Spacelines from the Far Out - Definitive Guide
When I embarked for Gambulon V from the Vacation Zone, I had 5 stars, but when I arrived at Gambulon, I had some dissatisfied passengers, that pulled my rating down to 4½ stars, but it still unlocked. So I think that you just have to embark for Gambulon V with 5 stars or at some point have 5 stars along the trip to Gambulon V.

The star system works like this:
Once you reach the top of a star, you have unlocked that level of star-rating. For example, if you hit the top of 3 and then exceed it into 3 and a half, you simply have 3 stars.
When you start to lose rating, you remain at three stars until you go below the top of star number two, which knocks you down to 2 stars.
The point is, you can lose almost a whole star but still have the rating you achieved, as long as you cling to the bottom of your current level, it's not lost.
What happened to Jvest isn't odd, he began his last leg of the journey with 5 stars, but only lost half a star. If he had lost a whole star (dropping below the top of 4) on that last journey, he would not have gotten the achievement, but floating in the middle of the range between 4 and 5 is totally fine.
