If you have obtained all the blueprints and the achievement is stuck at 96-98%, simply create a 2nd save slot and unlock 1 additional ship blueprint. It should pop immediately (worked for me).
Ship blueprints are typically found in orange parcels, which appear more commonly the closer you get to Gambulon V. Just make sure you are checking the colour of the parcels when you select your route and it should unlock when you get the last blueprint. One thing to add is that orange parcels do not guarentee a ship blueprint. They can also contain cash, so there is some RNG at play here.
