Extra passengers can be picked up during a trip
When selecting a route take note of the symbols in the "Stops" section. The Bottom three are the relevant ones to this achievement
Stranded astronauts 1 passenger
Small 2-3 passengers
large "Bus" stop 3-5 passengers
Use the Radar to located these objects on the map, approach them and use the phone terminal to dock, use the terminal again to allow the new passengers on board.
The basic ship has a capacity of 12

"I think it should be noted that if you end up with exactly 12, the game stops letting you pick up more. So you have to have 10 or 11 and then pick up an amount that exceeds the 12 'limit'."
