Awarded after buying every upgrade possible at the Giant Monitor in the "Hull of the Ship".
*FACTS FOR CO-OP (Joining a Host)*
If you are playing online or locally with a friend who is the host, as long as you earn every upgrade together, you will both be awarded this achievement. If the host has gone one step ahead (bought and upgrade without you), only the host will get the achievement. If you are the player who joined the host, you will need to make your own game and buy the parts your teammate bought without you. If you are confused with what to buy, ask your friend what he bought when he was playing without you.

Just buy all Action Part Upgrades when you have all Action parts. Also if you are playing multi-player from start to finish with a friend you will get this achievement when he buys all or he will get it when you buy all.

Just wanted to add that you don't have to buy the upgrade that makes your throwing weapon better - I upgraded the rest of them (5 all in all) and got the achievement

All of the upgrades will cost you a total of 428,000 coins. You will likely finish the campaign at around 300,000 coins, so will need to grind a bit before you can afford everything. See "Blingbot" for the best place to grind coins.
