When you have 100 sparklite you can construct the workshop in the bottom right of the floating base. You will then need another 50 sparklite to use at the worktable to construct the Spark Slinger from the blueprint you earned in the tutorial.

Inventing a Gadget is a two-part process. First, you will need to find a Vault on the map. They're the reddish-brown buildings that require your amulet to open. At the beginning of a Vault, you're given an item to try out across several screens. Once you reach the end, placing the item on the pedestal will earn you a blueprint for that item.
Next, you'll need to go to the bottom right corner of the Refuge. Upgrade the Inventor's shop and it will create a table, where you can then purchase any weapon you already have a blueprint for.
