This is kinda like the achievements for rescuing someone. You have to find him, in shifting sands, and beat him in a race in order to get him back to the refuge. You can race him again in other zones afterwards.
Mendel
You'll first encounter Rocky once you have access to the Shifting Sands. He'll be hovering somewhere on the map and will challenge you to a race. Once you accept, a blue arrow will show you which way you need to go to find the finish line, which for me was two screens away. Once you beat him, he'll head for the Refuge, giving you the trophy.
