When you get 100 sparks you can construct the widget shop in the top right of the floating base. Once you pick up the item on the pedestal this will unlock.
Mendel
Hawkins is located on the top right corner of the Refuge. You will need to upgrade his shop once in order for him to start selling you widgets. Once that's done, a widget will appear on a pedestal each time you visit the Refuge. Take the widget and the trophy is yours.
