To recruit Fuya, you need to complete the mission "Two of a Kind".
Mission requirements: The Malimar Knights are destroyed, and recruited Shimazwei.
Recruitment requirements: Complete the mission and Shimazwei talks with Fuya.
Once you have unlocked the mission, simply complete it. be sure to have Shimazwei approach Fuya during the battle and have them talk. Once the mission is completed, Fuya will join your party. The battle is fairly straightforward, and Shimazwei will help you out as well. To be on the safe side, I would make sure that neither Shimazwei nor Fuya retreats.
The achievement will unlock after you have saved your game.
