To recruit Inuou, you need to complete the mission "The Strongest?".
Mission requirements: Complete the mission "Supply Line in the Desert".
Recruitment requirements: Complete the mission and Inuou must not retreat.
Once you have unlocked the mission, complete it without Inuou retreating. This one is pretty easy. There are only a few enemies and they are very weak. Inuou will probably take most of them out before you even reach him. Help him finish off the remaining enemies and he will join the party upon completion.
The achievement will unlock after you have saved your game.
