To recruit Lilia Ple, you need to complete the mission "Mixed Blood".
Mission requirements: The Elf Alliance is destroyed and complete the mission "Unidentified Monsters 2".
Recruitment requirements: Have Dragon talk to Lilia Ple and complete the mission.
Once you have unlocked the mission, simply complete it. Be sure to move Dragon near Lilia Ple and have him talk to her before the end of the mission.
The achievement will unlock after you have saved your game.
