To recruit Mayura, you need to complete the mission "Sasquatch Rampage".
Mission requirements: Complete the mission "Supply Line in the Desert".
Recruitment requirements: Have Begina speak with Mayura.
Once you have unlocked the mission, simply complete it. Be sure to have Begina approach Mayura to trigger a conversation. Mayura will then leave, but don't worry. After you have completed the mission, she will return and join your party.
The achievement will unlock after you have saved your game.
