To recruit Primrose, you need to complete the mission "Imprisoned Sorcerer".
Mission requirements: The Elf Alliance is destroyed; but a Steel Breast from the Smithy.
Recruitment requirements: Complete the mission.
Once you have unlocked the mission, simply complete it. Primrose will be present from the beginning, but she will not move or act. Don't worry too much about her though as the enemies will not attack her. Just slaughter everyone in your way and she will join your party when the mission is complete.
The achievement will unlock after you have saved your game.
