To recruit Rengeki, you need to complete the mission "Wandering Samurai".
Mission requirements: Attain High Mercenary rank, and recruit both Eunice and Chulcha.
Recruitment requirements: Complete the mission and converse with Rengeki at the end. When he asks who you are, reply with "We're mercenaries". When asked about joining the party, reply with "I don't mind".
Once you have unlocked the mission, simply complete it and speak with him at the end, to have Rengeki join your party. Be aware that you will be required to take Eunice, Cassius, Dragan and Chulcha on this mission. Also be aware that ALL enemies on the map will immediately begin approaching you right from the start. Be sure to keep up with healing as you will fail the mission if even one of your allies gets below 10% health.
The achievement will unlock after you have saved your game.
