To recruit Rimm, you need to complete the mission "Aid Local Commerce".
Mission requirements: The Meimai Knights are destroyed and complete the mission "Supply Line in the Desert".
Recruitment requirements: Complete the mission and Diaz must not retreat.
Once you have unlocked the mission, complete it without Diaz retreating. Just make your way to Rimm and hang out there, letting the enemies come to you. Rimm will join your party after the mission is complete.
The achievement will unlock after you have saved your game.
