To recruit Shimazwei, you need to complete the mission "A Former Key Figure".
Mission requirements: Complete the mission "Supply Line in the Desert" and have the "Former Key Figure" conversation with Cassius.
Recruitment requirements: Begina reaches Shimazwei's location.
Once you have unlocked the mission, simply complete it. Once Begina reaches the red squares in front of Shimazwei, the mission will end and Shimazwei will join you party. This will probably be the first achievement you get in this game. Enjoy it while it's this simple folks!
The achievement will unlock after you have saved your game.

How far do you have to get in the game? What missions should I take first to help unlock the mission I need and most importantly is there any way to pick what topic you converse about? I just started this and I just got passed the first "forced" missions, I can now freely choose a few missions, but only in one kingdom. Some girl named Eucina has just joined my party.
