Special Character I is Hiro.
To recruit Hiro, you need to complete the mission "Prodigy of Blaze".
Mission requirements: Attain the rank of Mercenary King and the kingdom of New Muromachi is destroyed.
Recruitment requirements: Complete the mission; Begina, Diaz and Hiro must not retreat.
Once you have unlocked the mission, complete it without Begina, Diaz or Hiro retreating. This one is pretty easy by the time you get it unlocked. Hiro will be present from the beginning and will help you out. Just lay waste to a couple of waves of angels and Hiro will join your party when the mission is complete.
The achievement will unlock after you have saved your game.

Thank you for this. i already got the muromachi destroyed but i didn't know about the rank and the prodigy blaze mission.
