To recruit The 7th Hamaou, you need to complete the mission "Wasted Talent".
Mission requirements: Attain the rank of Gale Star.
Recruitment requirements: Force Radui to retreat and The 7th Hamaou does not retreat.
Once you have unlocked the mission, simply complete it without The 7th Hamaou retreating and force Radui, the enemy leader, to retreat. The 7th Hamaou will appear at the beginning of the mission and will be in the same place as your group, so this is not difficult at all.
The achievement will not unlock until you save your game.
