This achievement is fairly simple. First make sure that 2 people (excluding yourself) are in the game. All you have to do is go to your game options. Then ONLY check off Bomb and leave everything else not checked off (FOR ITEMS). So when your in the game, get the bomb item, then make sure your in first from a good distance then drop the bomb with 
. Then you will get a remote symbol above your character. When 2 players or bots (It doesn't matter) go over your bomb, hit again, and they will explode. If you follow these instructions the achievement will pop.

Once you get the bomb power-up, if you can without ending the match, let either yourself or another racer win. That way you all start bunched up in the same place. When the new round starts you'll have to wait a short bit to set down the bomb. Try to stay a little ahead of at least two opponents, drop the bomb then detonate when they're on top of it.
