Windwall Outskirts is the first main mission after talking with the queen in the Soul Harvest campaign.
There is only 1 combination chest in Windwall Outskirts. (so make a save before attempting it just in case you mess up)
After getting through the barrier and starting the fight with the Windholm faction, There is a bandit camp/fort in the center of the map. On top of the fort is the combination chest requiring a 4 digit number combination.
The combination is 3522 which can be confirmed if you visit another bandit camp where a note is located. Read the note and it will give you the 3522 combo also.
