In the beginning of the campaign for Soul Harvest, after you have talked with the Queen, you will have your first opportunity to talk to Yria but the option to ask her to grab a drink won't be available.

So what I did was exhaust all of her dialogue options before I started the first mission Windwall Outskirts. After that I think she had 1-2 more green/magnifying glass dialogue options related to getting to know her, which I also selected before starting the second mission in the Swampland for Raith for your first use of the Dark Elves playable race.

After that second mission, Yria had a new dialogue option available to ask her to grab a drink. She may ask some follow up questions as to why, just make sure you're straightforward with her romantically. Tell her you're interested in getting to know her personally (not the professional/business approach).

She will tell you to follow her because she knows a good spot. After the load screen you and Yria will have a short conversation and at the end of it when you are free to move around, the achievement should pop.
